What does the IPPC process involve?

Application Site Report
The application site report (ASR) should be submitted as part of the permit application, the aim of the ASR is to establish baseline data for emissions to air, land and water including, where appropriate, noise, odour and vibration reports.

Improvement Programme
From the data detailed in the application, an action plan should be compiled outlining works which will be undertaken to reduce emissions and minimise waste to ensure continuous environmental improvement.

Site Protection and Monitoring Plan (SPMP)
An effective monitoring system should be established to ensure compliance with the improvement programme. This would include establishing a Group Environmental Forum and regular review audits to mobilise the campaign.

Within 2 months of the issue of an IPPC (Integrated Pollution Prevention and Control) permit by the Regulator, businesses are required to establish a Site Protection and Monitoring Programme (SPMP). The purpose of the SPMP is to quantify a site's environmental impact in order that, using Best Available Techniques, improvements can be made. The programme must be implemented within 6 months of the IPPC permit being issued.

In conjunction with our associates we can assist businesses in implementing an effective SPMP. Key elements of the service include:-

(a) Planning and execution of an intrusive sampling regime on soil, ground waters and any soil vapours (where these may exist).

(b) Planning and agreement of a regime with the Regulator, covering both scope and timescale, taking into account:-

  • information contained in the Application Site Report (particularly zoning.
  • physical site constraints, including underground hazards, health and safety issues, and avoiding disturbing the integrity of any existing bunding.
  • analytical strategy, including tests to be carried out, detection limits etc.

(c) Introduction of an ongoing monitoring programme, inclusing liason and agreement with the regulator, in accordance with the Guidance on the Protection of Land under the PPC Regime: Application Site Report and Site Protection and Monitoring Programme. This will include:

  • The extent of monitoring requirements.
  • The type of monitoring - continuous or intermittent, and in the case of intermittent,
    the frequency for each element.
  • The location and scope of testing for each element.
  • Reporting of results.
